世界宣明会于1950年成立，积极回应世界各地贫穷人的需要，目前在全球96个国家或地区工作，服务超过1亿人，是其中一间最具规模的国际救援及发展机构。宣明会以儿童为工作的核心，结合资助儿童计划及社区综合发展模式，协助贫穷人摆脱贫穷，达致自力更生及持续发展。宣明会自1982年参与中国青海水灾救援工作以来﹐目前，宣明会在中国18个省、市、自治区推行救灾及扶贫发展项目。随着项目的发展，现诚聘下列人才：

DME Team Members

Purpose of the Team:

This team engages in developing and refining DME (Design, Monitoring, Evaluation) standards, process and materials; monitoring the implementation of projects; training and capacity building; networking with different parties regarding program design, monitoring and evaluation (M&E); and provide technical support to WV program teams on the site.

Critical tasks for the DME Team are setting up the DME system and facilitating stakeholders to value, have appropriate capacities for and undertake their own activities of quality assurance, and to link those into an overall monitoring system of project progress.

Responsibilities:

Assess, design, monitor and evaluate programs with WV standards and accountability measures

Provide timely and relevant analysis, progress report, recommendations, technical support and assistance to program leadership and staff

Cooperate with other offices of WV to ensure development and implementation of best practice in the field

Participate in learning events and quality assurance initiatives, as well as providing inputs to the organization’s capacity building programs

Build up team capacity

Requirements:

Bachelor degree with subject in community development and project management, or with related background in economics, sociology, social work, anthropology, geography or environment sciences, etc.; master degree or higher is preferable

Proven experience in the development-related field and master key community development techniques such as Logical framework, PRA and SL analysis framework, and development facilitation skills, etc.

Strong learning capacity and development potential in taking up a professional role in providing analysis and community based project management; experience in working on aid programs in developing country is preferred

Knowledge of project design, monitoring and evaluation requirements; and understanding of social science research methods.

High degree of planning and organizational abilities; written and verbal communication and relational skills; networking, persuasion and negotiation skills

Ability to work gracefully under pressure

Fluent in written and spoken Chinese (Putonghua) and English

This position is needed to station in Mainland China and frequent travel to different project sites in China is required

DME Trainee

To be trained as a DME technical support person of World Vision’s development programs in Mainland China. DME (Design, Monitoring, Evaluation) is the abbreviation for program/project quality assurance. The DME trainee will participate in systematic training including personal development, leadership, development knowledge and program management for WV programs in an assigned location. Applicant who comes out successfully after the training and with proven performance results would eventually lead a pathway to a technical specialist in program management.

On-the-job Learning plus Responsibilities:

Frequent travels to different project sites in China to assist DME specialists on coaching for programme/project design, and conducting baselines and evaluations;

To document the progress and outputs of DME technical supports as necessary;

To collect both domestic and international innovative project designs or good practices as case studies for operations adoption;

To attend in-service trainings provided by national office as necessary.

Requirements:

A University degree/Master degree in a development-related field. Previous involvement in studies/research of development issues or research training background will be preferable;

Previous work experience on migration issues or rural development will be given high consideration;

Ability to work in a multi-cultural environment and in cooperation with a local team;

Understanding of the China context;

To manage time, handle pressure and meet deadlines, whilst remaining flexible;

Humble, eager to learn, mature with good interpersonal and communication skills;

Initiative, passion and commitment to WV’s mission;

Reside and work in challenging physical environment in Mainland China;

Fluent in written and spoken Chinese (Putonghua) and English;

Competent in Chinese Microsoft Office.

To be trained as a manager of World Vision’s development programs in Mainland China. S/he will participate in systematic training including personal development, leadership, development knowledge and program management for WV programs in an assigned location. Applicant who comes out successfully after the training and with proven performance results would eventually lead to a professional career in program/project management.

On-the-job Learning plus Responsibilities:

To assist in program design, monitoring and evaluation;

To coordinate the implementation of development programs in an assigned location;

To monitor project to ensure meeting the original goals and finance requirement;

To provide project information/reports to the management.

Degree holder;

区域审计（驻昆明或南宁）

职位描述：

了解被审计之项目的预算和计划，查核项目之各种帐目、会计凭证、帐簿、报表、财产物资，及对有关资料及经济活动的真实性、合法性和效益进行检查监督；

抽查项目资产 (包括现金、银行存款、固定资产及低值用品) 及贷款之记录和保存；

评定项目各种内部监控制度是否健全、有效等，并提出改进的建议；

按照审计目标进行认真审查，并对审计工作的正确性、反映的真实性负有完全责任；如于审计工作上发现讹骗或不实情况，须实时通知国际世界宣明会；

审计工作结束后应按照规定写出审计报告书，如实反映发现的问题，作出结论，提出建议，报告上级；

协助国际世界宣明会所委派之财务/审计工作人员执行有关之工作；

对工作中各项资料保密。

要求：

大专或以上学历，会计/审计专业，有相关工作经验者为佳；

英语四级或以上，能熟练使用Office 2000等办公软件；

工作认真负责，学习能力强，具团队精神；

为人有责任感、高度诚信、触觉敏锐，喜欢从事与人有关的工作；

具良好的分析、组织、策划能力；

可经常出差。
